If a small congregation lacks a venerable elder, acknowledged for his wisdom, to fulfill the role of bishop, and instead there is a younger individual, recognized by those familiar with him as suitable for the episcopal office—exhibiting the insight of age through his kindness and benevolence—then, after evaluation and confirmation by all, he may be appointed to his position. Joash reigned as king at the tender age of seven. Thus, even if one is youthful, he should embody humility, peace, and serenity.
