Why did the lawgiver instruct the Israelites to read this book ‘after seven years’ (Deuteronomy 31:10)? They were occupied with warfare, laying siege to cities, and, having emerged victorious, distributing the land among the tribes, families, and individuals. They were also busy constructing homes, farming the land, and performing other essential tasks typical for those who had taken possession of inherited territory. Thus, Moses decreed that there should be a reading every seventh year following their release from these obligations.
