Ezra declared, "You, O Lord, are the only God; You have created the heavens, their expanse, and all the celestial beings, as well as the earth and everything contained within it, the seas and all that inhabit them, and You sustain all these things, while the heavenly host worships You" (Nehemiah 9:6). This passage highlights the depth of their prayer or confession. Previously noted was their acknowledgment of both their own sins and those of their ancestors; however, in this moment of prayer, Ezra elaborates on how this acknowledgment was expressed.

He concludes by stating, "On all these matters we make a firm covenant and sign it, with the seal of our leaders, Levites, and priests." This vividly illustrates the sincere devotion with which a diverse group united to form a new assembly following the Feast of Tabernacles. They gathered to enter into a covenant with God, both verbally and in writing, after purifying themselves from all sinful influences. Having distanced themselves from those unworthy, they were able to more confidently pursue the work they had previously initiated: choosing loyal citizens best suited for the reconstruction of the city.
