Why did Samuel, upon anointing Saul and receiving guidance from the Almighty regarding his kingship, instruct the tribes to draw lots? Those who lived in corruption lacked faith in God's messengers. To ensure that the decision was understood as divinely ordained rather than a result of human leniency, Samuel commanded the lots to be cast. When the lot indicated the tribe of Benjamin and further narrowed down by families and households, it ultimately designated Saul. Despite his attempts to conceal himself, feeling unworthy of such authority, God revealed him to the Prophet, and the people unanimously affirmed his selection.
