Why did Samuel, after anointing Saul and receiving a message from the Almighty about Saul becoming king, instruct the tribes to cast lots? Those who led morally corrupt lives failed to heed the words of God's messengers. To prevent any belief that the outcome was determined by human bias, Samuel commanded the lots to be cast. When the lot indicated the tribe of Benjamin and was further narrowed down by families and households, it ultimately pointed to Saul. Although Saul tried to conceal himself, feeling unworthy of such authority, God revealed his location to the Prophet, affirming his selection in the sight of all the people.
