The author refers to Zion as the city of David, stating that ‘Solomon assembled all the elders of Israel, along with the leaders of the tribes and the heads of the ancestral houses of the children of Israel, in Jerusalem, to bring up the bullock of the covenant of the Lord from the city of David, which is Zion.’ He designates the elevated city with this name because David fortified it with a wall as a place of refuge and constructed the royal palace within it.
