There is a practice of inviting both notable and lesser individuals to serve as witnesses. In this tradition, Jacob calls upon God and the mountain as witnesses. Likewise, Moses declares, "I testify by heaven and earth." God demonstrates His immense grace by also accepting the servants who accompany Him as witnesses.

Basil the Great

And not only Paul but also all those entrusted with the ministry of the Gospel continually bear witness and call upon both heaven and earth as their witnesses. This is because God is actively at work within them, and during the impending trial of humanity, these witnesses will stand alongside those being judged. It is stated, He calls heaven and earth from above, to judge his people (Psalms 49:4). Thus, when Moses sought to communicate the words of God to the Israelites, he declared, I testify to you today by heaven and earth. Furthermore, in a song, he proclaimed, Hear, O heaven, I will speak; and hear, O earth, the words of my mouth (Deuteronomy 32:1).

I bear witness to you today, by both heaven and earth, that if you join in communion with the Gentile peoples, you will soon face ruin. Thus, do not enter into agreements with the Gentile nations; they have not genuinely repented, despite their assurances. The four hundred years of trial given to them for repentance have now concluded. Therefore, understand that their demise is just. I also testify that if you embrace their actions, you will meet destruction through fear. You will be lost just as those nations were lost before you, whom the Lord brought to ruin in your sight.
