Before the Almighty instructs the establishment of the law meant to transform Israel into a nation of priests and a holy people, He first calls upon the people to recognize and willingly engage in a covenant relationship with Him. Even amidst His wrath towards Israel, the Lord does not revoke the promise of the land (see Exodus 33:1-4) and assures the people of their entry into it. However, He is unwilling to enter into the specific covenant relationship now presented to them, seeking to set it apart from that of all the other nations of the earth. Thus, in the moment when the people are questioned and indicate their readiness, we witness a pivotal act that reflects the dynamic between the Lord's desires and the will of humanity.
