This section begins with the guidance: "when they quarrel." It describes a situation of mutual conflict, characterized by neither death nor harm, but rather a temporary interruption in labor. In instances where injury occurs, the laws likely came into effect, reflecting the principle "an eye for an eye and a tooth for a tooth" (v. 24). The purpose of this legislation was to curtail the animalistic expressions of anger and to encourage individuals to seek resolution through the judicial system.
