Joshua conquered all the hill country and the land of the south. One might wonder how this statement can hold true, considering that after the judges' period and during the reigns of the kingdoms, the Israelites were unable to capture every city of the seven nations referenced. This could imply that Joshua approached every city with intentions of war and succeeded in capturing it. Alternatively, it may indicate that only the areas mentioned remained unclaimed. The regions were listed where cities existed, concluding that all were taken through warfare.
