Israel, as they anticipate their return. I will reinforce the hope of the people and will fulfill their positive expectations; they will return and partake of the harvests that you have sown. It is clear that he does not address the mountains as if they were living beings, for they lack the ability to speak or possess a soul; instead, by directing his words toward the lifeless, he encourages those who reside in the mountains with the assurance of blessings for them.
