The forces of Israel were organized into units of thousands and hundreds; the tribes numbered in the thousands, which is why the ‘chosen leaders’ are identified as the heads of thousands. Their authority, both in judicial matters and administration, was centralized in them, as illustrated in Exodus 18. They also commanded the army.
