Moses indeed struck the rock with his staff, filled with uncertainty (See Num. 20:1-13), thereby setting this miracle apart from others where his faith was firm. In this instance, he acted and was met with the revelation that he must cease his journey and would not enter the promised land. Overwhelmed by the complaints of a faithless people, he failed to maintain the faith he should have upheld.
