Some scholars suggest that the glorious manifestation of light in the cloud occurred within the cloud that consistently resided among the Israelites (see chapter x III, 22). However, Otto Gerlach believes that the Lord’s glory was revealed "in the wilderness," beyond the camp, interpreting this display as a reprimand for the people's complaints. This is echoed in Exodus 33:7, where Moses sets up the "tabernacle of the congregation" outside the camp.
