The primary requirement for Israel was to refrain from forming alliances "with the nations and with their gods," meaning they should not establish peace agreements with any nation or tribe that upheld its own tribal and religious identity. Such a tribe posed a potential threat to Israel. Individuals within these tribes, when under the governance and authority of Israel, could not publicly conduct their rituals nor sway the populace with their allure or mystique. Entire tribes, as indicated in verses 30 and 31, were to be removed, thereby relocating their entire national existence to different lands; only the worship of Yahweh, the God of Israel, was to persist in Palestine. The overarching purpose of the legal framework was to set up a sanctuary for the one true God on earth.
