This refers to the ram designated for the 'ordination of the priesthood,' as noted in verse 22 of the LXX, and can be compared with Leviticus chapter 8. The first two offerings serve as general sacrifices, established by law for all people; however, the third offering is specifically intended for the consecration of Aaron and the priests. The blood from this sacrifice, alongside the anointing oil, is applied to those chosen to perform God's work. According to Leviticus 8:22-24, the blood of the ordination ram was used by Moses to anoint the right ear lobe, right thumb, and the big toe of the right foot of each individual entering the priestly office. Additionally, their sacred garb received this blood sprinkling as well.
