The Lord spoke to Moses, declaring that Pharaoh's heart has become hardened. God did not state, “I have hardened Pharaoh's heart,” but instead He indicated, “Pharaoh's heart is hardened, and he will not allow the people to go.”
And the Lord said to Moses: Pharao's heart is hardened, he will not let the people go.
וַיֹּ֤אמֶר יְהוָה֙ אֶל־מֹשֶׁ֔ה כָּבֵ֖ד לֵ֣ב פַּרְעֹ֑ה מֵאֵ֖ן לְשַׁלַּ֥ח הָעָֽם׃
