Savage beasts are likened to cruel oppressors, and harsh environments represent the painful and bitter trials. In administering these judgments upon Israel, the Lord declares that He will spare some, the sons and daughters, for salvation, so that all may recognize their profound iniquity and grasp the righteousness of the retribution; lest you, their fellow countrymen, upon seeing their depravity, blame Me for the harshness of the penalty.

Furthermore, God stated, "And ye shall repent of the evil that I have brought upon Jerusalem, all the evil that I have brought upon it," and those offenses shall bring you comfort: for you will observe their ways and their thoughts, and you will comprehend that all I have enacted was not in vain, says the Lord Adonai. For this reason, the Lord asserts, I will not surrender everyone to utter ruin, but I will preserve a remnant, so that through them all may recognize the fairness of the discipline that has been imposed.
