The Hebrews considered the Law of Moses to be the one, final Law of God. Therefore, they could not understand the thoughts of the prophet about the new Law that goes forth from Zion, the house of David, who praised Zion. If even the Hebrews did not know that the new Law is understood through the old, we Christians know that the old Law is understood through the new.
