Every one that toucheth the corpse of a man, and is not sprinkled with this mixture, shall profane the tabernacle of the Lord, and shall perish out of Israel: because he was not sprinkled with the water of expiation, he shall be unclean, and his uncleanness shall remain upon him.

Refer to the commentary on Numbers 19:12. If one fails to perform this act, it is stated that he will remain unclean without washing. He will endure consequences, as it is declared that he will profane the dwelling place of the Lord; that individual shall be cut off from among the people of Israel, for he has not received the sprinkling of the purifying water.
