Moses was transparent about his aim to lead the entire nation, along with its riches, out of Egypt. It can be inferred that there was mutual understanding that Israel sought to depart from Egypt permanently. However, politeness forbade a direct statement to Pharaoh, who clearly resisted this lasting exodus, despite recognizing that his own actions had transformed a free people into captives.
