Speak to the people, and proclaim in the hearing of all: Whosoever is fearful and timorous, let him return. So two and twenty thousand men went away from Mount Galaad and returned home, and only ten thousand remained.

Why did God instruct that only those who behaved like dogs by localizing the water should be addressed? The answer to this was disclosed by the Lord Himself. He stated, "Many men who are with you, for this cause I will not deliver Midian into their hand, lest Israel should boast against Me, saying: My hand shall save me." Consequently, after the majority of the people were dismissed, God commanded that the remaining ones be brought to the river. Among these, many knelt down and drank immediately, but three hundred men did not do so out of laziness; instead, they brought the water to their mouths by handfuls. These individuals, regarded as unregenerate and careless, were chosen by God to confront their adversaries, so that His divine assistance might be evident to all.

Through the twelve fishermen, tax collectors, and a single skin-worker, the Lord vanquished the legions of demons and redeemed humanity. Thus, the Prophet Isaiah drew a comparison and declared, "the rod of the unrepentant scattered Lord, as in the day, and on Midian" (Is. 9:4).
