The high priest was granted entry into the most sacred area only once each year, while the priests were allowed access to the holy place that preceded it. The Levites had permission to enter the inner court, and in the outer court, the Israelites and those who were circumcised could go; however, the law prohibited any uncircumcised individual from entering, specifically excluding Moabites and Ammonites as well. "Let no Ammonite or Moabite enter into the temple of the Lord, even unto the ages of ages." This regulation is referenced by the Prophet in his lament, who also recounts the disasters that resulted from the famine.
