Why did the Lord instruct that certain sacred vessels be cloaked in blue while others were draped in scarlet? The treasured vessels had solely blue coverings, which symbolize the color of the heavens. Hence, what lay within the covering was designated by God to be enveloped in blue veils, while that which was external was adorned with scarlet and similar hues. The reason for this is that no retribution comes from heaven; rather, it is the earth that bears the consequences for the breach of divine laws. The scarlet fabric represents the kingdom, yet the kingdom of God is eternal and unchanging. Consequently, what was situated outside the tabernacle was wrapped in both scarlet and blue veils.

Remembering the tribe of Kohath, God directed that first, the priests should cover the tabernacle and other sacred items with these designated veils upon entering the sanctuary, and only thereafter could the children of Kohath proceed to carry them, lest they be undone by the sight of the sacred and unseen.
