From this also it is clear, as was said above, that angels are appointed over the elements. Among them, the one who governs the waters praises God because He has brought fitting punishment upon sinners.

He has given blood to drink to those who stained their hands with the blood of the saints. This also indicates that many of the faithful, counted worthy at that time of the prophetic gift, will be killed by the servants of the devil.

Or it indicates that those who reject the preaching of the divine prophets become accomplices of the latter. They justify their murder by the hard-hearted Jews, as the Lord also said of them.

By building the tombs of the prophets, they consent to their murder (Lk 11:47-48).

God is almighty and provides for all His creatures. He is able to care for everything without needing any helper for this.

Why would He need a fellow worker and helper in benefactions, when for Him the mere will to accomplish a deed is already the accomplishment of the deed? By one movement of His will all things were brought into being.

Yet because He is good, He wishes also to benefit the holy angels through the care they show for those in need. For one who helps someone needing help benefits not so much that person as himself.

Since none of the angelic powers suffered want, and none needed another’s help, God arranged that the holy angels should care for those on earth who lack every good thing.

Thus above we learned that churches are entrusted to angels. The wise Daniel wrote that Michael, chief among the angels, provides for the Jewish people (cf. Dan 10:13, 21; 12:1).

And now the Apocalypse describes to us the angel appointed over the waters.

For earthly creatures were composed of four elements: air, fire, earth, and water. Some wish the heavenly beings to have been made with a certain fifth corporeality, namely an ethereal one moving in a circle.

Three elements, fire, earth, and air, were distributed abundantly for use in breathing and for other primary needs.

Water alone was not given to all in abundance. This includes drinkable water, which is in springs, streams, wells, and rivers.

It also includes aerial water, which is held in heaven by the clouds, gives us rain in due season by God’s command, and nourishes every living thing on earth.

Since not all have sufficient water, one of the holy angels is appointed so that those who need water may not lack it. They are supplied with it to the measure of their need.

Because of our evil deeds, water often becomes scarce and disappears, causing drought, famine, and the pestilences that follow them.

John says that he heard this very angel, appointed by God’s providence over the waters, saying: “Righteous are You, O Lord, who are and who were, and holy.”

The words “who are” signify God’s infinity. “Who were” signifies His beginninglessness. “Holy” means righteous “over all and through all” (Eph 4:6).

For John says that He judged thus, that those who shed the blood of the saints should drink blood.

For it is necessary that those who, during war, encamped along waters and rivers should drink water defiled by the blood of murder.

The angelic powers rejoice when they see a sinner set upon the path of true repentance. They grieve over men turning aside from the true path.
