Moses is commendable because, despite the punishment coming from God, he, in his devotion, refrained from holding ill will even against his adversaries, embodying true humility and compassion as noted in Numbers 12:3. He understood that Pharaoh would not keep his word, yet he deemed it honorable to intercede on behalf of the people and, when wronged, to extend forgiveness and blessings.
