Theodoret of Cyrus

Why did He instruct them to bring the livestock indoors while intending to send hail? The Lord, in His profound love for humanity, administers justice tempered with compassion. He was aware that some deserved His grace. This is affirmed in Scripture, which states: If any man fears the word of the Lord from the servants of Pharaoh, he shall gather his cattle into houses; and if any man disregards the word of the Lord, he shall leave his cattle in the fields (Ex. 9:20-21).
