God inflicted death upon the livestock, yet He distinguished between the cattle of the Israelites and those of the Egyptians. When this did not persuade Pharaoh to release the people, Moses, in plain view of Pharaoh, ‘scattered the ashes of the furnace.... scattered... ‘and boils broke out... ‘on both humans and animals. The cattle could not endure the presence of Moses.

Pharaoh likely believed that the safety of Israel's livestock was due to their superior care and the favorable conditions in which they thrived, rather than acknowledging it as a result of divine safeguarding. This tendency towards self-deception and refusal to recognize God's disciplining hand is a prevalent human flaw.
