The interpreters of this phrase do not indicate that every piece of cattle perished, but rather that the affliction impacted all types of livestock, with a significant number among the aquatic variety succumbing to the plague. This is illustrated in verse 20 of the same chapter, where the Egyptians who followed Moses were able to protect their livestock from being struck by hail.
