Cyrill of Alexandria
See vv. 1 Vv. 2-3 But I am your adversary: I have acknowledged Ephraim, and Israel shall not be separated from me. The priests and those of royal lineage became a snare to the people, as they commanded the offering of incense to idols, engaged in this practice themselves, and led others to adopt misguided beliefs. They compounded existing superstitions with new ones, including worship at the high places, Baal-Peor, and the detestable gods of Sidon (1 Kings 11:5), such as Baal and Molech. The avenger of these wrongdoings has pledged to intervene soon, bringing upon them the disasters of His righteous indignation and fury. This prophecy was fulfilled in its entirety.

Some from the royal family faced dreadful and unavoidable disasters, according to Holy Scripture, resulting in their demise, while others were taken captive by the merciless Babylonians and Medes. The false priests, along with those who purchased their positions, met their end either tragically or, one might say, honorably, some at the hands of Jehu and others by Josiah, from the tribe of Judah and lineage of David. Concerning this, the man of God proclaimed to Jeroboam when he offered a sacrifice and stood before the altar, "To the altar, to the altar, says the Lord, Behold, a son will be born to the house of David, Josiah is his name, and he will consume on you the sacrifices of the high places which are on you" (1 Kings 13:2). He thus warned that in His wrath and fury He would chastise those who were 'surrounding the guard,' meaning the priests and members of royal blood. Yet, He did not leave the deceived, namely Israel, unpunished; hence He asserts, "I know Ephraim, and Israel will not part from me," which is to say: "Who among you can conceal their intentions from me, harboring thoughts in secrecy, thinking they truly hide from me? I, says He, know Ephraim and have not forsaken Israel; for 'I am a God who is near, and not a God far away. If someone hides in concealed places, will I not see them?' (Jer. 23:23-24), and in another passage, 'What is there that can be concealed from me?' (Jer. 32:27).
