Theodoret of Cyrus
He lifted up his voice and called to me, saying, "Look, those who journey into the northern land have found peace." My Spirit has settled in the northern land, signifying that I brought a fitting retribution upon the Babylonians, a consequence they long deserved yet had not faced during my time in the flesh. After these visions, the Prophet receives a command to accept the offerings from the captives, but not from everyone; rather from those who are "of the princes, and of his keys, and of those who understand him." This refers to those who have experienced the adversity and comprehended the reasons for their captivity, recognizing its intended blessings, and they are to present their gifts.
