Seir is a mountain in Idumea, as previously mentioned. The Idumeans, who are descendants of Esau, held deep animosity towards the Jews and took delight in the misfortunes that befell them. To these people, the Almighty pronounces His ultimate judgment of desolation. The phrase "My hand will stretch out against you" is used metaphorically to convey profound wrath, drawing on the imagery of those who strike with their hands.
