It is not laudable for individuals to exclude outsiders from the City, especially at a time when assistance is essential. In doing so, they deny these individuals the chance to partake in the blessings that are available to all citizens, rejecting the shared life that has been established. They choose not to share the burdens experienced during challenging times with those who have equal rights. While animals do not expel one another, it is humanity that turns against its own. Predatory creatures and other animals see the provisions of the earth as common to all and often support their kin in finding sustenance. Yet, humans, who should recognize that nothing human is foreign to them, choose to attack their fellow beings.
