Jerome of Stridon

The mighty trample the vulnerable sheep with their sides and shoulders, striking them with their horns, unaware that such actions will bring punishment as prescribed by the law (Ex. 21). They continue to shove with their bodies and strike with their horns, causing the sheep to scatter and flee. Due to the arrogance of the elders and the wickedness of the leaders, many are separated from the Church, so that those who have been redeemed by the Lord may be lost.

Theodoret of Cyrus

Through your ribs, shoulders, and horns, and with every fragile aspect, until I am driven away and my flock is scattered by all who pass by; then I will rescue my sheep, ensuring they are not seized. He detailed all that belongs to the sheep—shoulders, horns, ribs—and used this to highlight the unfair dominance of the powerful; yet, he assures protection for the flock. I will mediate between the sheep and the sheep, and between the sheep and the sheep. I will bring judgment, meaning I will not overlook those who suffer injustice, but will hold accountable those who inflict harm. Following this is the assurance of shared salvation for all.
